I got some fabric remnants for cushions but one of the bits would look really good as a picture, except I'm not sure how to do this. I've seen something similar in a magazine and it looked as though the material was stretched over a frame- any ideas on what I should do?

Hi Muzwell. Stretching the fabric over a frame is exactly what you need to do. Get down to your nearest art/craft shop and buy a frame the size you want. You'll also need a staple gun with 6-10mmm staples.

The trick is to keep doing the opposite side to keep the tension even and pull firmly but not so hard that you're warping the stretcher.
And don't be afraid to pull out the staples and start again if it's not going well. No-one ever got this perfect first time. It's probably a good idea to have a practice with a bit of spare fabric first. Good luck!
