I am planning on painting our spare room next week, which has a picture rail. The skirting will be painted in white gloss, and the ceiling & top part of wall in white emulsion - but the picture rail.... I have no idea whether its meant to be painted in emulsion or gloss.
Can someone help me?

Paint it with undercoat and then gloss - you can paint it with undercoat when you do the remainder of the woodwork - you dont have to cut it in too much as you can do the wall next and then the final gloss coat. For a top finish run some decorator's caulk along the bottom edge with the wall - gives nice clean edge. Make sure you brush the undercoat over this joint. Generally the picture rail will have a little lip at the bottom where it meets the wall - you don't really need to paint this with the gloss as you can really only see it's unpainted (but covered with the undercoat!) if you get right up close to it - if you try to gloss, it believe me the gloss will catch on it and drips will form and run down the wall.
Good luck - it will look fab if it's highlighted with the gloss finish.
Not wishing to teach you how to suck eggs but follow this method.
Make good to walls. Rub down/fill woodwork. Seal skirting/pic rail/architrave edges with caulk. Paint ceiling and top part of wall. Undercoat woodwork. Paint walls. Gloss woodwork.

Just to start a bit of a debate here - i was told that you should always do the gloss painting before the emulsioning - the point being that if you splash emulsion on the gloss, it's easier to wipe off than if you splash gloss on emulsion.

It's easier to get a straight edge with gloss than emulsion thus giving a professional finish and if the gloss is the last thing going on then there's nothing to splash onto it....!
This is simply the way I do things - stick with what you're comfortable with if it works for you.
It's what I'm comfortable with and it's what I do for a living.

Great advice as usual dickryan. That is the best and most sensible order.
I hate the look of gloss paint so I would never use it anyway! LOL!

Thanks everyone. I tend to gloss at the end - one time I did painted the walls last and ended up with tiny paint splatters all over the newly painted woodwork. I still need to sort that out!!
So generally picture rails are finished in gloss to match the skirting, and not emulsion? Wouldnt this make the rail stand out too much?

Eggshell is better in my opinion. More of a sheen than the walls, but not too much. And use the same for the other woodwork.
