Rewiring 70's chandelier

Hi - hope someone can help
Bought a beautiful metal 70's chandelier which when we got it home didn't work (stupid I know not to have tested it first...)
Father in law found someone to rewire it but can't get an electrician to put it up as for some reason they didn't earth it, does anyone know someone who would do it or at least be able to tall me what earthing it would involve?

I have two old lights that aren't earthed. You can still install them, but you must switch the fuse off before changing a bulb or fiddling with them in any way.

I think you can add a small junction box fitting which includes an earth, but don't know much about the details (European lights seem to be arranged like this).
